Do not pay him anything.
In my experience helping hundreds of scam / blackmail victims, blackmailers are bluffing.
If necessary change your phone number or create a new email address.
What can I say to a scammer who thinks he loves me, but I don't want to be scammed?
Block and stop all communication with him.
